W. Lazone Grays is President/CEO of IBSA, Inc., a nonprofit organization that focus its efforts on providing comprehensive employment and training programs, youth development strategies and entrepreneurship development and advocacy.  Described as a “policy engineer” by the African American activist community, Grays started IBSA, when he personally experienced the struggles of finding employment upon graduating from Washburn University.  In 2003, he successfully advocated for tax-equity disbursement of a sales-tax initiative in Topeka, Kansas that ensure 10% of its proceeds would be dedicated to the economic development of minority and women-owned businesses.

BRIEF BIO

Grays has been asked to create policies for tax-equity that can be successfully replicated in cities and states across the United States based off of his model used in Topeka, Kansas.  Additionally, his model for youth entrepreneurship is embraced by other nonprofits looking for ways to decrease the high unemployment rate associated with Black youth living in the inner-cities. Programs created by Lazone for federally-funded entrepreneurial training and job development have been adopted by other community and nonprofit leaders in several states.  A true “social entrepreneur,” Grays is rapidly emerging from his generation as a progressive community leader and policy tactician.
